Job Description: Buyer (6-Month Contract)
Location: San Diego, CA
Position Type: Contract (6 months)

Overview: We have an exciting opportunity for a Buyer to support our operations in San Diego, CA. In this role, you will be responsible for purchasing parts, materials, equipment, goods, and services essential for various contracts and internal operations. You will work with limited supervision to conduct negotiations, validate requisitions, select suppliers, and ensure timely delivery while maintaining compliance with company policies and regulations.

Key Responsibilities:

Procurement Management:

Purchase necessary materials and services in accordance with contracts and organizational needs.
Review and analyze supplier quotations and proposals, conducting major procurement negotiations as needed.
Supplier Evaluation:

Identify, develop, and select qualified suppliers based on reliability and performance metrics.
Maintain an awareness of potential suppliers and assess their operations for cost, quality, and reliability.
Contract Compliance:

Ensure all purchasing activities comply with company policies and applicable government regulations.
Prepare and coordinate documentation for competitive and sole source procurements.
Cost Analysis:

Compile and analyze statistical data to assess the feasibility of purchases and establish pricing objectives.
Conduct cost and pricing reviews in collaboration with program management and customers.
Delivery and Performance Monitoring:

Follow up and expedite procurement processes, negotiating changes related to delivery and supplier performance.
Approve payments and maintain accurate purchasing records.
Relationship Management:

Develop and maintain professional relationships with internal and external stakeholders.
Represent the organization as the primary purchasing contact on assigned contracts/subcontracts.
Team Collaboration:

Provide guidance to less experienced purchasing staff and collaborate effectively within a team environment.
Offer purchasing advice to technical and professional staff as necessary.
Regulatory Compliance:

Adhere to all laws, regulations, and obligations related to purchasing activities.
Ensure safe practices are followed in accordance with established procedures.
Qualifications:

Bachelor’s degree in Business Administration or a related discipline, or equivalent professional purchasing experience.
Minimum of 10 years of progressive professional purchasing experience.
Comprehensive understanding of purchasing concepts, principles, FAR, and relevant governmental regulations.
Customer-focused with strong problem-solving abilities and effective communication skills.
Strong interpersonal and leadership skills to influence and guide team members and stakeholders.
Ability to organize, schedule, and coordinate multiple tasks efficiently.
Proficiency in computer skills; SAP experience is desirable.
Capability to work independently and collaboratively as part of a team.
Flexibility to work extended hours as required.
